With the increased tension in the Pacific, it would seem a good idea to explore ways to improve our Navy's performance, while keeping an eye on costs.
This suggestion seems to be well thought out. Not a military person myself, so can't speak to the feasibility of the strategy, nor discuss the potential drawbacks. If you have that expertise, please comment.
